ROME, ITALY / RankWire.AI / – Italy has assigned €1.55 billion to a total of 59 water infrastructure initiatives across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport completed the entire allocation in under four months. This funding covers aqueduct systems, water distribution networks, and related infrastructure projects aimed at enhancing safety, efficiency, and reliability. The initiative broadens investments in a sector under ongoing pressure from water losses, drought conditions, and aging infrastructure nationwide.

Southern Italy will benefit from approximately €830 million, representing 53% of the total funds. This share surpasses the minimum requirement of 40% allocated to southern regions under the recovery plan. Beneficiaries of the projects are expected to contribute roughly €683 million in additional financing alongside the public funds. Collectively, these resources elevate the total investment activated through the program to over €2.2 billion. The projects focus on upgrades designed to optimize water management and reinforce infrastructure serving communities and the economy.

The funding is channeled through SFNIISSI, Italy’s national financing mechanism dedicated to infrastructure investment and water sector security. The government established this instrument in February 2026 as part of the country’s PNRR recovery framework. Applications, grant awards, and monitoring are managed by Invitalia under an agreement signed in April. Initially, the fund was allocated €1 billion from NextGenerationEU resources. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery plan expenditures.

Funding Focuses on Efficiency, Safety, and Reducing Network Losses

The water fund provides support to companies and public entities involved in managing water resources across Italy. Grants can cover up to 90% of eligible costs for efficiency improvements and safety enhancements. For projects that aim to reduce water losses through digital technology, support can reach 85%. The application process opened on May 6 and was extended beyond the initial deadline, closing on June 8. The program emphasizes infrastructure improvements that enhance water utilization, network performance, and the resilience of essential systems.

The fund was designed to back projects already identified within national water infrastructure plans and other priority works eligible for support. The allocated resources include funds for aqueducts, distribution networks, and systems that bolster water supply security. Distribution of funds was finalized after evaluating applications submitted during the spring funding window. The additional beneficiary financing significantly increases the total investment beyond public funding alone. The combined resources—government funds and project co-financing—exceed €2.2 billion, reflecting the total value of the program.

Building on Existing PNRR Water Initiatives

This recent allocation complements earlier PNRR investments in primary water infrastructure. By July, Italy had successfully completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among these, 37 were classified as complex systems. Authorities also reported the completion of 79 individual interventions executed by 52 different implementing bodies. Approximately €1 billion in PNRR funding supported 124 projects covering reservoirs and water supply networks for drinking water, irrigation, and mixed-use purposes across Italy.

Of the 48 completed systems reported in July, 25 serve mainly irrigation, 20 focus on drinking water, and 3 are used for mixed purposes. Italy has also programmed and financed over €6 billion through broader infrastructure initiatives in the water sector. The new €1.55 billion allocation brings an additional 59 projects into this national investment effort. With all funds now allocated from the expanded program, the focus has shifted from application and award phases toward the implementation of approved water infrastructure projects.
